Ten years after the Estonia ferry disaster, a former head of customs in Stockholm has confirmed what has been the subject of much speculation - the ferry was being used for smuggling across the Baltic Sea. No Swedish member of the Joint Accident Investigation Commission (JAIC) is planning to attend the meeting the Estonian government has called to address the many unanswered questions surrounding the sinking of M/S Estonia.

1999.10.22 M/S Estonia report Analysis of IMO Resolution A849 2.0 by Independent Fact Group of Sweden
In this [preliminary] analysis report, the Independent Fact Group shows that the States of Sweden, Finland and Estonia are forced to "reopen" the accident investigation regarding the sinking of M/S Estonia by law (IMO Res. ESTONIAN STRATEGIC GOODS EXPORT CONTROL COMMISSION BEGINS WORK It is interseting and notable that the Estonian government immediately set up a control commission for the export of strategic goods right after the catatstrophe. On Nov 1, 1994 they came out with the following:
FOR IMMEDIATE RELEASE; Nov 1, 1994 No. 216-E ESTONIAN STRATEGIC GOODS EXPORT CONTROL COMMISSION BEGINS WORK
Beginning November 1, the Estonian Border Guards have the right to demand an export license for strategic goods, including weapons and ammunition, goods connected with biological and chemical weapons, and nuclear and nuclear-related technology and materials.
Established under a Government Order (June 5, 1994), the Estonian Strategic Goods Export Control Commission met for the first time October 31. The Commission operates under the Law of Strategic Goods Export and Transit.
The strategic Goods Export Control Commission, which is composed of representatives from the Customs Board and the Ministers of Foreign Affairs, Defence, Economic Affairs, and Internal Affairs, will make decisions through consensus.
A Government Decision of Oct 5, 1994 (just a week after the sinking of Estonia - ed.) confirmed the Strategic Goods Export Control Regulation and the related list of strategic goods.
Applications for export licenses are issued by the Foreign Economic Policy Department, Estonian Ministry of Foreign Affairs.
